Misc.: New Apparatus Update as of December 31st, 2005:
 

ENGINES:

The department has 60 new engines (59 standard and one CAFS) on order and the successful bidder is KME with the Predator cab. (See fire.kovatch.com for Newswire information) The department is also in the final stages of adding on 12 additional rigs for the 2006/07 year, for a grand total of 72 engines. The delivery for the first prototype is scheduled for February with delivery of the remaining units beginning in April at the rate of eight rigs per month.

Some of the changes for the new rigs:

Better cooling system

Improved air conditioning and heating

Improved defroster

Better hill climbing ability

More windshield visibility

Better noise, heat and sound insulation

Additional and improved emergency lighting

Jake brake

Transmission retarder controlled with foot brake

Electronic public address system

Better warranty on the engine

Tighter vehicle specification

QUINTS:

The department has seven quints on order with the successful bidder being KME. They will be tractor-drawn 100' aerials without Class "A" foam or a pre-plumbed waterway. The department is also in the final stages of adding one additional quint for the 2006/07 year, for a grand total of eight quints.

Some of the changes for the new rigs include the above from the engines, and:

350 gallon water tank

Improved aerial use over the front of the vehicle

Shorter overall length than our current 75' tractor-drawn quints

Better axles

Better visibility and ventilation for the tiller position

Lower aerial stowage height

SQUADS:

Fleet Services has ordered vehicles for a complete change-out of all front-line squads. This project is ongoing and the next batch of squads is currently on order. All of the "new" squads can be identified by the rear LED tail and emergency lights. The next batch of squads being ordered will have small changes in the drug compartment and the addition of rear yellow LED turn signals.

PATROLS:

There are 23 of the new patrols inservice with another 10 being built for a grand total of 33. The next ten should be done at the beginning of next year.

MIRV's:

Three Metropolitan Incident Response Vehicles are being built. They are on a Freightliner chassis.

FIRV's:

Four Federal Incident Response Vehicles are being build. They are on Freightliner chassis and designed for OFTA use.

COMMAND VEHICLES:

Three Regional Command Vehicles are being built with delivery expected before next fire season. These will be on a Freightliner chassis and have command and communications capability for large incidents.

HEAVY RESCUE:

The Heavy Rescue is being built. It is similar to the LAFD Unit with a longer boom.

COMMUNICATIONS TRAILER:

One Communications Trailer with a tow vehicle is in the final stages of going out-to-bid.

HAZ MAT VEHICLE:

One new Haz Mat vehicle is being designed for HM130. Presently, it is a two axle vehicle similar to LAFD's. Once the specification is completed, delivery could take 300 to 360 days.

LIGHT AND MOBILE AIR UNITS:

The department is looking into purchasing Light/Mobile Air units. Whether this will be a combination unit or separate vehicles has not been decided.

PIO VEHICLE:

The rought draft for one PIO Vehicle is completed but no formal specification is written.

MAPPING:

The rough draft for one Mapping Unit is completed but no formal specification is written.

WATER TENDERS:

The word is that the department is looking at purchasing three new water tenders but no formal written specification are being worked on at this time.

UTILITIES:

Several new utilities have been purchased, and additional units are being ordered.

Misc.: It's Official ... Arnold and Co. Going After Pensions in 2006
 

This past April, Governor Arnold Schwarzenegger temporarily pulled back his proposed ballot initiative to privatize all public employee pensions ? the one that would have eliminated death and disability benefits for widows and orphans of fallen firefighters. But when he made the tactical move, he also made a promise: ?I?ll Be Back? after your hard-earned retirement next year.

Unfortunately for firefighters, this is one promise the governor has decided to keep.

In the dead of night on September 8th, the last night of the legislative session, Arnold?s prime pension henchman ? Assemblyman Keith Richman ? introduced yet another flawed pension privatization proposal.

48-96 Work Schedule Proposal

An ad hoc committee comprised of members of Local 1014 has researched the benefits and feasibility of a 48-96 work schedule.

?

Under a 48-96 work schedule, each platoon works two consecutive shifts for a total of 48 hours, then has 96 hours off before repeating this pattern of two days on, four days off.

?

Sixty-three local departments have already switched to this more efficient schedule as a means of easing long and frequent commutes, providing additional ?four-dayers? and weekends off, and increasing overall family time.

ON ANOTHER SIZZLING afternoon in Southern California, the sun beats down on a parched hillside while hot Santa Ana winds blow across the landscape.

Crackling-dry sagebrush ignites, the growing flame sparked from a carelessly discarded cigarette butt. Brisk winds feed the infant fire, and within seconds, the flames spread at an alarming rate.

Passing motorists spot the growing inferno and mushrooming plumes of smoke; many dial 911 on their cell phones. Within minutes, the Los Angeles County Fire Department (LACFD) dispatches its S-70A Firehawk. As the conflagration races toward hillside homes, the Firehawk skims the mountaintops to reach the fire. Armed only with a belly tank of water, the Firehawk dives into a fury of flame and smoke, disgorging 8,000 pounds of fire-busting salvation.

With a population of more than 7 million, Los Angeles County is a vast area that has varied topography ranging from the Pacific Ocean to rugged mountains to towering forests and scorching deserts. Within an hour?s helicopter flight of the city, there exists a full range of operating environments. The county?s emergency services must be prepared to handle a wide variety of situations.

The fire department?s purchase early this year of two Firehawks is seen as a giant step forward in emergency services for the county. The package for the initial two Firehawks is $25 million dollars over 12 years, including the purchase of the helicopters, pilot and cabin crew training, and spare parts. The mechanics receive special training directly from Sikorsky.

LACFD?s new Firehawks are beautiful, colorful birds with a plethora of operational capabilities. They are the perfect all-purpose fire and rescue helicopters for the fire department?s mission.

Misc.: $7 Million Damages in Strip Mall Blaze
 
DIAMOND BAR ? Intense flames made tough work for fire crews battling a strip mall fire in Diamond Bar early Thursday morning. Investigators think the blaze started in the Shanghai Palace restaurant, that business was totally destroyed.
The fire caused about $7 million in damage to several businesses in a two-story commercial building, but no one was hurt, authorities said.

The blaze was reported at 2040 S. Brea Canyon Road about 2:25 a.m., said Los Angeles County fire Capt. Mark Savage.

One hundred firefighters doused the flames by 6 a.m., Savage said, although firefighters stayed on the scene to guard against flareups.

Heavily damaged were the Shanghai Palace restaurant and a liquor store on the first floor, and two dental offices, an accountant's office and some other offices on the second floor, Savage said.

The cause of the fire was under investigation. Sheriff's arson cinvestigators were sent to the scene.
